A region between Verdance and the lower half of the Federation, encompassing everything below the Passage Lands. The Swells was host to untold millions of refugees during the Burnout, and their visceral deaths. An expansive land, full of isolation, violence, and a freedom not known anywhere else in America. 

In exchange for his control of the Federation, Graler gave safe passage to the surviving members of the Scifics (Founded Overseas by mercenaries and radicals who wanted a start in America after the collapse of civilization. Rivaled only by the Nessuns), by far the most brutal group of the Locust-Era, to the Swells. 

The Swells lack the infrastructure and detachment of the Strets, the remoteness of Verdance, the resources of the Passage Lands, and the well-managed passivity of the Federation. The region functions as a buffer zone for defeated factions and exiled radicals. Described as America’s “digestive tract”, the Swells takes what the country has ground-up and metabolizes it back into discreet entities.
